Selected experience
Experience includes pharmacy founding and executive leadership, PBM network admission and credentialing, PSAO evaluation, provider-manual compliance, direct PBM contracting, supplier negotiations, inventory procurement, compounding operations, accreditation, audit preparation, regulatory reporting, and SOP development.
Dr. Frost founded and expanded retail and compounding pharmacy operations to multiple locations and forty-two employees, reaching approximately $12 million in annual revenue within five years. His legal experience includes health-law and civil-litigation research, memorandum and brief drafting, discovery support, deposition support, and document review.
Teaching and research
Dr. Frost has served as an Adjunct Professor of Clinical Pharmacy at the University of Tennessee Health Science Center since 2014, teaching and supporting advanced community-pharmacy, compounding, and regulatory education. His research addresses PBM regulation, ERISA preemption, pharmacy access, antitrust, health-law federalism, and structural regulation of healthcare intermediaries.
